Mission

The Branch: (1) administers and negotiates the Substance Abuse Prevention and Treatment (SAPT) Block Grant/Performance Partnership Grant (PPG), coordinating PPG activities with the Government Performance and Results Act; (2) provides guidance to the States in developing, complementing, and strengthening Statewide substance abuse prevention and treatment plans; (3) operates the Uniform Reporting System for Block Grant fund expenditures, obligations, and planned future spending; (4) operates the State Technical Review Program to assess system strengths, determine States' compliance with Block Grant/PPG requirements, and related mechanisms to enhance States' service delivery systems; (5) identifies technical assistance needs through consultation and site visits designed to enhance State and local substance abuse treatment expertise; (6) collaborates in implementing performance measurement systems and data infrastructure development in the States; (7) maintains current information regarding Medicaid programs in each State and in collaboration between State substance abuse agency and Medicaid programs; (8) incorporates new findings into the PPG process; (9) supports program development and compliance/performance monitoring and evaluation activities; (10) provides technical assistance that emphasizes improvement of the State treatment system, including financing through Medicaid, and the implementation of HIPAA; (11) supports educational forums, clinical institutes, and special assignments; (12) develops and imparts new knowledge aimed at improving the effectiveness of treatment services and programs; (13) convenes conferences and arranges State exchange visits; and (14) prepares and reviews contracts.
