The Division of State and Community Assistance (DSCA) provides the primary link between the Center for Substance Abuse Treatment (CSAT) and the States and Territories in the development and maintenance of treatment systems for people with addictive disorders. DSCA partners with States and Territories to improve treatment accountability, capacity, and effectiveness through infrastructure development, technical assistance, and administration of the Substance Abuse Prevention and Treatment (SAPT) Block Grant program.

The State Systems Development Program (SSDP) is an array of services intended to enhance Federal and State accountability for the SAPT Block Grant. The SSDP encompasses:
