WHO WE ARE…..

The Performance Measurement Branch (PMB) is a “one-stop shop” for data collection, analysis, and evaluation activities, and all of these activities are integrated within automated systems. Through our activities, we provide information for improved practice in the substance abuse field. We consider ourselves to be a “customer service” branch because we have the opportunity to collaboratively work with and serve the rest of the Divisions and Branches within CSAT and SAMHSA, as well as other Federal government entities, States, territories/jurisdictions and counties. For example, within CSAT, we collaborate with the Discretionary and Block Grant staff in the Division of Services Improvement (DSI) and the Division of State and Community Assistance (DSCA). We serve staff within the Division of Pharmacologic Therapies (DPT) and the Office of Program Analysis and Coordination (OPAC), and, within SAMHSA, we work with the Office of Applied Studies (OAS) and the Office of Policy Planning and Budget (OPPB).

PMB STAFF…..

PMB is comprised of nine dedicated staff, each with specific skill-sets. We have expertise in data collection and management, data analyses, evaluation methods, electronic health records, and SPSS and SAS programming. To effectively communicate with the various groups, PMB staff serves as liaisons to each group, as a direct point of contact for data- and evaluation-related requests.  If you plan to conduct any data or evaluation activities (i.e., reports, presentations) we ask that you contact your PMB liaison for guidance.

DATA COLLECTION, MANAGEMENT AND REPORTING

  • Service Accountability Improvement System (SAIS) ─ performance information on CSAT discretionary grant programs
  • Web Block Grant Application System (WEBBGAS) ─ performance information on the SAPT Block Grant
  • OMB clearance packages for data collection activities resource ─ preparation of and/or assistance with review of packages

 

DATA ANALYSIS

  • Government Performance and Results Act (GPRA) outcomes for annual budget justification
  • CSAT-related GPRA and National Outcomes Measures (NOMS)
  • Specific topics using SAIS, WEBBGAS and SAMHSA OAS data systems (N-SSATS/UFDS, TEDS, NSDUH, DAWN)
  • Geographic Information System (GIS) mapping
  • Questionnaire design
  • Literature reviews
  • Automated searches of CSAT-related journal articles from the National Library of Medicine and accompanying “EndNote” catalogues
  • State Snapshots preparation assistance for the annual volume of expenditures and treatment need
  • Statistical and data technical assistance for Federal and non-Federal workgroups/committees, including coordination of College on Problems with Drug Dependence (CPDD) CSAT-sponsored annual meeting pre-conference satellite session, networking session and travel awards

 

EVALUATIONS

  • Provide data for the Program Assessment Rating Tool (PART) requirements
  • Management of CSAT program evaluations, including SBIRT, ATR, CoSig, ATTC, HIV and Treatment Drug Courts
  • Evaluation design technical assistance ─ local and cross-site
  • CSAT Evaluation Officer review of evaluation sections in RFAs and provide information on evaluations and research publications for budget documents and to HHS

 

ELECTRONIC HEALTH RECORD SYSTEMS (EHRs)

  • Represent behavioral health within healthcare standards development organizations
  • Develop privacy and identity protection protocols for electronic health record systems (EHRs) and personal health record systems (PHRs)
  • Collaborate with SAMHSA components, other Federal agencies, States, and counties for system design reuse of EHRs and PHRs
  • Design EHRs components that integrate behavioral health with primary care
