WHO WE ARE…
The Division of State and Community Assistance (DSCA), Performance Partnership Grant Branch (PPGB), in collaboration with the Center for Substance Abuse Prevention’s Division of State Programs, is responsible for the administration of the Substance Abuse Prevention and Treatment Block Grant Program authorized by Title XIX, Part B, Subpart II and Subpart III of the Public Health Service Act and the Substance Abuse Prevention and Treatment Block Grant; Interim Final Rule (45 CFR Part 96). The PPGB program staff is responsible for ensuring that States and other eligible Jurisdictions comply with the authorizing legislation and implementing regulations governing the Block Grant program and providing targeted technical assistance to the States and Jurisdictions and their respective Block Grant sub-recipient intermediaries and faith- and community-based organizations. PPGB works closely with DSCA’s Performance Measurement Branch as well as other operational divisions within CSAT and SAMHSA to coordinate the delivery of targeted technical assistance and to disseminate information to the States and Jurisdictions via CSAT’s Treatment Improvement Exchange (http://www.tie.samhsa.gov) and the Web Block Grant Application System (http://www.bgas.samhsa.gov).

WHAT WE DO…
Web-Based Grant Review, Revision, and Approval
Title XIX, Part B, Subpart II (42 USC 300x-32) and Subpart III (42 USC 300x-52(a)) of the Public Health Service Act required States and other eligible Jurisdictions to annually submit a Uniform Application for the Substance Abuse Prevention and Treatment (SAPT) Block Grant to SAMHSA on or before October 1 of the Federal fiscal year for which a State or Jurisdiction is applying for the SAPT Block Grant. The Uniform Application is submitted to SAMHSA via the Web Block Grant Application System. Each State and Jurisdiction is assigned to a Federal civilian Public Health Advisor or a U.S. Public Health Service Commissioned Officer who are responsible for the review of the States’ and Jurisdictions’ Annual Reports, Progress Reports and Intended Use (State) Plans to determine compliance with the authorizing legislation and implementing regulations governing the SAPT Block Grant program. States and Jurisdictions receive quarterly Notices of Block Grant Award subject to special terms and conditions, if applicable.
Compliance Investigations
Title XIX, Part B, Subpart III of the Public Health Service Act (42 USC 300x-55(g)) authorizes SAMHSA to conduct investigations of the States’ and other eligible Jurisdictions’ expenditures of SAPT Block Grant funds to evaluate compliance with the authorizing legislation and implementing regulations governing the SAPT Block Grant. The State Alcohol and Other Drug Systems Technical Review Project is designed to promote compliance as well as to assess States’ and Jurisdictions’ and their respective community-based programs’ adherence to generally accepted clinical, fiscal, and management practices while promoting strengthening of States’ and Jurisdictions’ substance abuse treatment delivery systems. Hal C. Krause, MPA is the Government Project Officer. Additionally, Federal civilian Public Health Advisors and U.S. Public Health Service Commissioned Officers conduct annual site visits to their assigned States and Jurisdictions.
Targeted Technical Assistance
Title XIX, Part B, Subpart II of the Public Health Service Act (42 USC 300x-58(a)) authorizes SAMHSA’s Center for Substance Abuse Treatment to provided targeted technical assistance to the States and other eligible Jurisdictions and their respective community-based organizations that receive SAPT Block Grant funds to provide authorized activities. The Performance Partnership Grant Branch manages a portfolio of technical assistance projects designed to assist States and other eligible Jurisdictions and their respective community-based organizations comply with the authorizing legislation and implementing regulations.
- The State Systems Technical Assistance Project (SSTAP) provides targeted technical assistance (TA) to States' and other eligible Jurisdictions’ substance abuse treatment delivery systems identified by the principal agency of a State, i.e., the Single State Agency for substance abuse services, with an emphasis on opportunities for improvement identified during the State Alcohol and Other Drug Systems Technical Review (“Core Elements Review”) and/or State-Requested Reviews. - The Treatment Improvement Exchange Project (TIE) provides targeted technical assistance to States and other eligible Jurisdictions including, but not limited to, performance management/improvement, strategic planning, outcome monitoring, continuous quality improvement, confidentiality and ethics, and rapid change model processes. Ms. Gayle J. Saunders is the Government Project Officer.
- Substance Abuse & Infectious Disease: Cross-Training for Collaborative Systems of Prevention, Treatment, and Care Initiative Project offers targeted technical assistance to facilitate collaborative, cross-system learning opportunities for multi-disciplinary providers to address the prevention and treatment of substance abuse, mental health, and infectious disease. The project is a collaborative effort between SAMHSA’s Center for Substance Abuse Treatment, the Centers for Disease Control and Prevention (CDC), and the Health Resources and Services Administration (HRSA).
