CSAT/DSCA'S Technical Assistance Contracts




The CSAT contracts listed below are designed to assist States in their efforts to improve systems of care for substance abusers. All services under these contracts are available to Directors of Single State Agencies (SSA's) for substance abuse treatment through the use of the standard CSAT/DSCA Technical Assistance Request Form, available to State Directors in the password protected area. Forms should be submitted electronically to CSAT's Division of State and Community Assistance (DSCA) through the TA Tracker application.

1) State Systems Technical Assistance Project (SSTAP)   (GPO: Gayle J. Saunders)

This contract is part of a comprehensive and integrated approach which provides a coordinated focus on continuous quality improvement and performance management, designed to improve and expand substance abuse treatment services and programs that are provided to the States, the District of Columbia, the U.S. Territories and the Red Lake Band of Chippewa Indians of Minnesota. The technical assistance provided addresses a wide variety of issues, such as: strategies for improving or enhancing women=s services; identifying opportunities for integrating administration and delivery of services; provide training to assist in appropriate client placement, screening and assessment; assistance in appropriate rate setting, and working with state and providers on workforce development.   The contract supports another CSAT/DSCA contract, which provides on-site technical reviews of substance abuse treatment systems/programs.  That project=s focus is on States= compliance with the SAPT Block Grant fiscal, clinical and administrative reporting, monitoring and tracking requirements as required by Title XIX, Part b, Subpart II and Subpart III of the Public Health Service (PHS) Act (42 USC 300x-21-66).

2) The Block Grant Application System (BGAS) Support Contract   (GPO: Ray Lyon)

The BGAS contract exists for the purpose of managing the annual State Block Grant (BG) application delivery, support, storage, assessment, approval and reporting for the SAPT and CMHS block grants, as well as, to fulfill legislation that mandates federal procurement of this activity.  The central tool used to marshal this program is the WebBGAS application system.  This application system is used to service the states SAMHSA project officers and grant managers, program directors and reviewers.  The BGAS operates a help desk for support and training to both state and federal users.

3) Logistics Support Contract     (GPO: TBA)

This project provides logistical and administrative support (CSAT-wide) for meetings, conferences and workshops of non-federal personnel.
