The Balanced Budget Act of 1997 created a new Children's Health Insurance Program in Title XXI of the Social Security Act. In addition, a Medicaid expansion, which was an integral part of Gov. Tony Knowles' Smart Start Proposal, was approved by the legislature in 1998.
