New Online Continuing Education Courses for Substance Abuse Treatment Professionals
SAMHSA has new online courses for substance abuse treatment professionals. These courses provide an opportunity for professional growth as well as one continuing education unit per module for maintaining certification or licensure.
- Prescription Medication (Part 1): Misuse, Abuse, and Dependence—This course instructs substance abuse treatment professionals about prescription medication use, abuse, misuse, and dependence. It presents trends in the use of prescription medications and compares medication classes: opioid analgesics (pain relievers), sedative-hypnotics (benzodiazepines and barbiturates), and stimulants.
- Prescription Medication (Part 2): Addressing Addiction—This course follows on the above course and provides information for substance abuse treatment professionals about treating clients who are addicted to prescription medications. It includes information about screening, assessment, and treatment planning for these clients.
- Organizational Development: Governance and the Board of Directors—This course presents information about governance and the responsibilities, recruitment, and retention of boards of directors for nonprofit community-based organizations that provide substance abuse treatment.
- Organizational Development: Marketing as Collaboration—This course presents basic marketing approaches and tools for use by nonprofit community-based organizations that provide substance abuse treatment. It offers suggestions about applying marketing techniques to increase the number of client referrals, designing marketing materials, conducting marketing research, and developing marketing plans.
- Organizational Development: Using Financial Information as a Nonfinancial CEO—This course provides training for those managers in substance abuse treatment organizations who do not have experience in accounting or finance. It explains general financial principles and how to apply them effectively. The course does not cover specific financial reporting requirements for grantees.

Substance Abuse Treatment: Addressing the Specific Needs of Women
The Substance Abuse and Mental Health Services Administration’s (SAMHSA’s) Treatment Improvement Protocol (TIP) 51: Substance Abuse Treatment: Addressing the Specific Needs of Women will help substance abuse treatment professionals provide effective, up-to-date treatment to women with substance use disorders by providing treatment that takes into account the unique needs of women. The information in TIP 51 is based on women’s experiences as well as best or promising practices and research-based approaches.
This eight-chapter TIP presents treatment approaches that consider a woman’s social and economic environments; her relationships with family members, significant others, and support systems; and the impact of gender and culture on treatment.

Behavioral Health Pacesetter Award |
Annapolis Coalition on the Behavioral Health Workforce in partnership with The Hitachi Foundation recently announced that a national search was about to begin to identify exemplary workforce practices in the behavioral health field. The search uses the Call for Nominations and Submission Form (available on the website below). Applicants should carefully read the Call for Nominations that describes eligibility and other requirements and return the completed Submission Form by May 14, 2010.
As the Coalition conducts this search, it is optimistic that organizations will share their innovative ideas so that others might benefit, making it possible to create “Better Jobs, Better Services, and Better Business” in behavioral health. The search process will culminate in recognition of a few outstanding organizations that will receive the Behavioral Health Pacesetter Award.

WHAT IT MEANS TO STATE ALCOHOL AND OTHER DRUG (AOD) AGENCIES AND PROVIDER ORGANIZATIONS
Read the Fact Sheet (in PDF) to learn the implications for States and providers. The EEOC recently approved a Notice of Proposed Rulemaking (NPRM) that was published in the Federal Register on September 23, 2009. The reason for the NPRM is to address the Congressional directive for the EEOC to amend its ADA regulation to reflect the changes made by the ADAAA. The NPRM includes changes to both the ADA regulations and the Interpretive Guidance (also known as the Appendix) that was published at the same time as the original ADA regulations. There is a 60-day public comment period for the NPRM.
After the 60 day comment period, the fact sheet will be updated if there are any changes.

SAMHSA ANNOUNCES: Clinical Supervision and Professional Development of the Substance Abuse Counselor
Clinical supervision has become the cornerstone of quality improvement in the substance abuse treatment field. In addition to providing a bridge between the classroom and the clinic, clinical supervision improves client care, develops the professionalism of clinical personnel, and imparts and maintains ethical standards in the field. Organized into three parts, TIP 52: Clinical Supervision and Professional Development of the Substance Abuse Counselor presents basic information about clinical supervision:
- Part 1 (for clinical supervisors): presents basic information about clinical supervision in the substance abuse treatment field and provides a “how to” of clinical supervision.
- Part 2 (for program administrators): helps administrators understand the benefits and rationale behind providing clinical supervision for their program’s substance abuse counselors.
- Part 3 consists of three sections: an analysis of the available literature, an annotated bibliography of the literature most central to the topic, and a bibliography of other available literature. Part 3 is available only online
through KAP.

Toolkit on Tobacco Treatment for Persons with Substance Use Disorders |
To help educate clinicians and administrators on how to address tobacco use among people with substance use disorders, Signal Behavioral Health Network and the Colorado State Tobacco Education & Prevention Partnership (STEPP) have developed a toolkit – a concise, user-friendly guide to tobacco treatment for counselors and policy recommendations for supervisors and administrators. The toolkit is intended to help providers fully integrate tobacco treatment into existing substance abuse treatment practices.
The toolkit includes:
- an overview of the risks of tobacco use and the benefits of quitting;
- resources for tobacco treatment with persons with substance use disorders;
- guidelines for assessing tobacco use and readiness to quit;
- treatment recommendations including pharmacotherapy, nicotine replacement and counseling; and
- recommendations for agency policies on tobacco control and treatment.

Defense Center of Excellence for Psychological Health and Traumatic
Brain Injury (DCoE). It is substantive guide created to assist medical
and mental health providers with their work in helping service members,
veterans and their families maintain health and positive family
functioning.
We at SAMSHA, through the Workgroup on Returning Veterans and their
Families, are partnering with DCoE on distributing this resource widely
across our staff, constituency groups, states, grantees, contractors and
interested parties.

SAMHSA Announces: Implementing Change in Substance Abuse Treatment Programs
Technical Assistance Publication (TAP) 31: Implementing Change in Substance Abuse Treatment Programs provides guidance on integrating evidence-based practices (EBPs) into substance abuse treatment programs. Written for substance abuse treatment administrators, managers, and supervisors, TAP 31 suggests practical and efficient approaches for introducing and implementing EBPs. It includes steps for assessing an organization’s readiness to adopt new practices, identifying priorities in adopting EBPs, evaluating progress, and sustaining change overtime. TAP 31 complements the best practices described in the CSAT’s Treatment Improvement Protocols (TIPs).

SAMHSA AnnouncesNew Advisory: “Emerging Issues in the Use of Methadone”
Physicians have prescribed methadone, a synthetic, long-acting opioid, for more than 40 years in the treatment of opioid addiction. “Emerging Issues in the Use of Methadone,” Substance Abuse Treatment Advisory, Volume 8, Issue 1, presents information on the increase in deaths related to methadone, particularly in combination with other drugs or substances. Written for physicians, this Advisory stresses that methadone is effective and safe in the treatment of opioid addiction and chronic pain when it is used appropriately. It includes information on:
- The extent of fatalities associated with methadone use
- Risks associated with methadone use
- The need to identify potential dangers and take action to prevent harm to patients who use methadone for addiction treatment and for managing chronic pain.

SAMHSA Announces:
A New TIP on Addressing Suicidal Thoughts and Behaviors
Research consistently shows a high prevalence of suicidal thoughts and suicide attempts among persons with substance use problems who are in treatment. TIP 50: Addressing Suicidal Thoughts and Behaviors in Substance Abuse Treatment will assist substance abuse counselors working with adult clients who may be suicidal and will help clinical supervisors and administrators support the work of substance abuse counselors. TIP 50 is organized into three parts:
- Part 1 (for counselors) provides the what, why, and how of working with clients in substance abuse treatment who have suicidal thoughts or have attempted suicide.
- Part 2 (for administrators) clarifies why program administrators should be concerned about this clinical issue.
- Part 3 (for clinical supervisors, interested counselors, and administrators) consists of three sections: an analysis of the available literature, an annotated bibliography, and a general bibliography. Part 3 is available only online at http://www.kap.samhsa.gov.

A New TIP on Incorporating Alcohol Pharmacotherapies Into Medical Practice
Substance Abuse and Mental Health Services Administration’s (SAMHSA’s) Center for Substance Abuse Treatment (CSAT) has developed Treatment Improvement Protocol (TIP) 49: Incorporating Alcohol Pharmacotherapies Into Medical Practice. TIP 49 provides guidelines for the use of medications in the treatment of alcohol use disorders. The TIP gives information about medications approved for treating alcohol use disorders by the Food and Drug Administration: acamprosate, disulfiram, oral naltrexone, and extended-release injectable naltrexone. The TIP describes each medication’s mechanisms of action, proper dosing, side effects and their management, indications and contraindications, and patient management while on the medication. The TIP also provides information about the effective use of these medications, both in specialty substance abuse treatment programs and in medical settings.

A New TIP on Managing Depressive Symptoms
Beginning with Treatment Improvement Protocol (TIP) 48: Managing Depressive Symptoms in Substance Abuse Clients During Early Recovery, SAMHSA’s Center for Substance Abuse Treatment (CSAT) is introducing a new approach to TIPs. Short and concise, the new TIPs focus on how to perform relevant activities and target specific needs of substance abuse treatment counselors, program administrators, and clinical supervisors.
This allows for the materials in the TIP to be reviewed, discussed, and used as a training tool over a short period of time and with few or no additional resources. The goal is to improve the delivery of substance abuse treatment services.
TIP 48 provides the answers that substance abuse treatment counselors need when working with clients with depressive symptoms and substance use disorders. It addresses:
- counseling approaches
- clinical settings
- cultural concerns
- counselor roles and responsibilities
- screening and assessment
- treatment planning and processes
- continuing care
Organized in three parts, TIP 48 provides vignettes of counseling sessions, descriptions of specific techniques, and an online-only literature review. It also provides administrators with information about incorporating the management of depressive symptoms into their substance abuse treatment programs, complete with a systematic approach to designing and implementing a supportive infrastructure.
