WHAT IT MEANS TO STATE ALCOHOL AND OTHER DRUG (AOD) AGENCIES AND PROVIDER ORGANIZATIONS
Read the Fact Sheet (in PDF) to learn the implications for States and providers. The EEOC recently approved a Notice of Proposed Rulemaking (NPRM) that was published in the Federal Register on September 23, 2009. The reason for the NPRM is to address the Congressional directive for the EEOC to amend its ADA regulation to reflect the changes made by the ADAAA. The NPRM includes changes to both the ADA regulations and the Interpretive Guidance (also known as the Appendix) that was published at the same time as the original ADA regulations. There is a 60-day public comment period for the NPRM.
After the 60 day comment period, the fact sheet will be updated if there are any changes.

SAMHSA ANNOUNCES: Clinical Supervision and Professional Development of the Substance Abuse Counselor
Clinical supervision has become the cornerstone of quality improvement in the substance abuse treatment field. In addition to providing a bridge between the classroom and the clinic, clinical supervision improves client care, develops the professionalism of clinical personnel, and imparts and maintains ethical standards in the field. Organized into three parts, TIP 52: Clinical Supervision and Professional Development of the Substance Abuse Counselor presents basic information about clinical supervision:
- Part 1 (for clinical supervisors): presents basic information about clinical supervision in the substance abuse treatment field and provides a “how to” of clinical supervision.
- Part 2 (for program administrators): helps administrators understand the benefits and rationale behind providing clinical supervision for their program’s substance abuse counselors.
- Part 3 consists of three sections: an analysis of the available literature, an annotated bibliography of the literature most central to the topic, and a bibliography of other available literature. Part 3 is available only online
through KAP.

Toolkit on Tobacco Treatment for Persons with Substance Use Disorders |
To help educate clinicians and administrators on how to address tobacco use among people with substance use disorders, Signal Behavioral Health Network and the Colorado State Tobacco Education & Prevention Partnership (STEPP) have developed a toolkit – a concise, user-friendly guide to tobacco treatment for counselors and policy recommendations for supervisors and administrators. The toolkit is intended to help providers fully integrate tobacco treatment into existing substance abuse treatment practices.
The toolkit includes:
- an overview of the risks of tobacco use and the benefits of quitting;
- resources for tobacco treatment with persons with substance use disorders;
- guidelines for assessing tobacco use and readiness to quit;
- treatment recommendations including pharmacotherapy, nicotine replacement and counseling; and
- recommendations for agency policies on tobacco control and treatment.

Brain Injury (DCoE). It is substantive guide created to assist medical
and mental health providers with their work in helping service members,
veterans and their families maintain health and positive family

SAMHSA Announces: Implementing Change in Substance Abuse Treatment Programs
Technical Assistance Publication (TAP) 31: Implementing Change in Substance Abuse Treatment Programs provides guidance on integrating evidence-based practices (EBPs) into substance abuse treatment programs. Written for substance abuse treatment administrators, managers, and supervisors, TAP 31 suggests practical and efficient approaches for introducing and implementing EBPs. It includes steps for assessing an organization’s readiness to adopt new practices, identifying priorities in adopting EBPs, evaluating progress, and sustaining change overtime. TAP 31 complements the best practices described in the CSAT’s Treatment Improvement Protocols (TIPs).

SAMHSA AnnouncesNew Advisory: “Emerging Issues in the Use of Methadone”
Physicians have prescribed methadone, a synthetic, long-acting opioid, for more than 40 years in the treatment of opioid addiction. “Emerging Issues in the Use of Methadone,” Substance Abuse Treatment Advisory, Volume 8, Issue 1, presents information on the increase in deaths related to methadone, particularly in combination with other drugs or substances. Written for physicians, this Advisory stresses that methadone is effective and safe in the treatment of opioid addiction and chronic pain when it is used appropriately. It includes information on:
- The extent of fatalities associated with methadone use
- Risks associated with methadone use
- The need to identify potential dangers and take action to prevent harm to patients who use methadone for addiction treatment and for managing chronic pain.

Substance Use and Abuse among U.S. Military Personnel, Veterans and their Families |
Purpose. This Funding Opportunity Announcement (FOA) is issued by NIDA, NIAAA, NCI, and the Department of Veterans Affairs (VA) to enhance and accelerate research on the epidemiology/etiology, identification, and prevention and treatment of alcohol, tobacco, and other drug use and abuse (including illicit and prescription drugs) and associated mental health problems among active-duty or recently separated (e.g., Iraq and Afghanistan) military troops and their families. VA has specific interest in supporting research directed towards advancing prevention and treatment of mental health and comorbid substance use/abuse problems in veterans of Iraq and Afghanistan deployments (including National Guard and Reservists) and their families. Mechanism of Support. This FOA will utilize the R01 grant mechanism and runs in parallel with a FOA of identical scientific scope, RFA-DA-10-002 that solicits applications under the R21 mechanism. Funds Available and Anticipated Number of Awards. For this FOA combined with the parallel R21 FOA (RFA-DA-10-002), the participating organizations intend to commit approximately $7.0 million (total costs) in Fiscal Year 2010 with which it is expected that 11 to 21 new grants will be funded across the two FOAs. Specifically, in Fiscal Year 2010, NIDA intends to commit approximately $2.0 million (total costs),NIAAA intends to commit approximately $2.0 million (total costs), and NCI intends to commit approximately $1.0 million (total costs). In addition, the VA Clinical Science Research and Development Service (CSRD) estimates committing up to $2.0 million (total costs) for this FOA (VA encourages applications to the R21 FOA but will not participate in funding the R21 proposals).

SAMHSA Announces:
A New TIP on Addressing Suicidal Thoughts and Behaviors
Research consistently shows a high prevalence of suicidal thoughts and suicide attempts among persons with substance use problems who are in treatment. TIP 50: Addressing Suicidal Thoughts and Behaviors in Substance Abuse Treatment will assist substance abuse counselors working with adult clients who may be suicidal and will help clinical supervisors and administrators support the work of substance abuse counselors. TIP 50 is organized into three parts:
- Part 1 (for counselors) provides the what, why, and how of working with clients in substance abuse treatment who have suicidal thoughts or have attempted suicide.
- Part 2 (for administrators) clarifies why program administrators should be concerned about this clinical issue.
- Part 3 (for clinical supervisors, interested counselors, and administrators) consists of three sections: an analysis of the available literature, an annotated bibliography, and a general bibliography. Part 3 is available only online at http://www.kap.samhsa.gov.

SAMHSA Announces:
A New TIP on Incorporating Alcohol Pharmacotherapies Into Medical Practice
Substance Abuse and Mental Health Services Administration’s (SAMHSA’s) Center for Substance Abuse Treatment (CSAT) has developed Treatment Improvement Protocol (TIP) 49: Incorporating Alcohol Pharmacotherapies Into Medical Practice. TIP 49 provides guidelines for the use of medications in the treatment of alcohol use disorders. The TIP gives information about medications approved for treating alcohol use disorders by the Food and Drug Administration: acamprosate, disulfiram, oral naltrexone, and extended-release injectable naltrexone. The TIP describes each medication’s mechanisms of action, proper dosing, side effects and their management, indications and contraindications, and patient management while on the medication. The TIP also provides information about the effective use of these medications, both in specialty substance abuse treatment programs and in medical settings.

SAMHSA Announces
A New TIP on Managing Depressive Symptoms
Beginning with Treatment Improvement Protocol (TIP) 48: Managing Depressive Symptoms in Substance Abuse Clients During Early Recovery, SAMHSA’s Center for Substance Abuse Treatment (CSAT) is introducing a new approach to TIPs. Short and concise, the new TIPs focus on how to perform relevant activities and target specific needs of substance abuse treatment counselors, program administrators, and clinical supervisors.
This allows for the materials in the TIP to be reviewed, discussed, and used as a training tool over a short period of time and with few or no additional resources. The goal is to improve the delivery of substance abuse treatment services.
TIP 48 provides the answers that substance abuse treatment counselors need when working with clients with depressive symptoms and substance use disorders. It addresses:
- counseling approaches
- clinical settings
- cultural concerns
- counselor roles and responsibilities
- screening and assessment
- treatment planning and processes
- continuing care
Organized in three parts, TIP 48 provides vignettes of counseling sessions, descriptions of specific techniques, and an online-only literature review. It also provides administrators with information about incorporating the management of depressive symptoms into their substance abuse treatment programs, complete with a systematic approach to designing and implementing a supportive infrastructure.

The Substance Abuse and Mental Health Services Administration’s (SAMHSA’s) Center for Substance Abuse Treatment (CSAT) is pleased to announce the availability of the new Substance Abuse in Brief (SAIB) Fact Sheet, Volume 5, Issue 1, titled, “An Introduction to Mutual Support Groups for Alcohol and Drug Abuse.” This newly released SAIB helps healthcare and social service providers understand the effects of mutual support groups on recovery, become familiar with the different types of mutual support groups available, and make informed referrals to such groups.

New Spanish-Language Consumer Brochure for Adults in the Criminal Justice System (4/21/08)
The Substance Abuse and Mental Health Services Administration’s (SAMHSA’s) Center for Substance Abuse Treatment (CSAT) announces the availability of the Spanish-language version of Alcohol and Drug Treatment: How It Works, And How It Can Help You (El Tratamiento para el Abuso de las Drogas y el Alcohol: Cómo, Funciona y Cómo Puede Ayudarle). This brochure is based on Treatment Improvement Protocol (TIP) 44: Substance Abuse Treatment for Adults in the Criminal Justice System, and informs people involved in the criminal justice system about substance abuse treatment resources in prison and in the community. It describes what a person can gain through substance abuse treatment before trial or while incarcerated, on probation, or on parole. It encourages people to seek help for substance use disorders and tells them where to find help.

FASD Curriculum |
Now Available - FASD: Curriculum for Addiction Professionals: Level 2
The Fetal Alcohol Spectrum Disorders: Curriculum for Addiction Professionals: Level 2 (CAP 2), is the product of a joint effort of the SAMHSA Fetal Alcohol Spectrum Disorders (FASD) Center for Excellence and the National Organization on Fetal Alcohol Syndrome (NOFAS). This curriculum aims to help addictions-focused professionals prevent, recognize, and address FASD. It provides training for social workers, certified addiction counselors, psychologists, psychiatrists, and others in the treatment and recovery field. This curriculum has been designed for professionals who work with men, women, and adolescents in treatment, though some of the competencies (e.g., Prevention) focus on issues specific to women.

Acamprosate: A New Medication for Alcohol Use Disorders
The Substance Abuse and Mental Health Services Administration’s (SAMHSA’s) Knowledge Application Program (KAP) is pleased to announce its first online e-learning course, Acamprosate: A New Medication for Alcohol Use Disorders. The self-paced course provides information about the use, side effects, and contraindications of acamprosate; information to discuss with clients; and a comparison of medications for alcohol use disorders. On completion of the course, users will know how to include acamprosate in a treatment plan for appropriate clients.
The course is based on the acamprosate Substance Abuse Treatment Advisory published in fall 2005. Users who successfully complete the course will receive one NAADAC-approved continuing education unit (CEU) at no cost and can print out their CEU certificate. The course is self-paced so that users can log out of the course and return at a later time to continue where they left off. If unsuccessful, users can take the course again.
